About Us
Mission
The Department of Social Welfare and Development (DSWD) is the government’s primary welfare agency responsible for uplifting the living conditions and improving the quality of life of the poorest sector of the population through its various programs and services designed to enable them to become self-reliant and contribute to national development.
Article 1 of P.D. 603 recognizes the child as one of the most important assets of the nation, so that every effort should be exerted to promote his welfare and enhance his opportunities for a useful and happy life.
Article 2, Section 5 of the constitution upholds the vital role of the youth in the national building hence, the state shall promote their physical intellectual and social well-being.
Article 3, Section 4 of the Philippine Constitution provides for the strengthening of the family as the basic social institution thus, the state shall and aid and support the national right and duty of parents in the rearing the youth for the civic efficiency and development of moral character.
Republic Act No. 6972 otherwise known as the “Barangay-Level Total Development and Protection of Children Act” provides for the establishment of a Day Care Center in every barangay and to carry out a program for the total development and protection of children.
Vision
This act is envisioned to boost implementation of the Day Care Service, to cover every Barangay and with a broader scope of services through its additional function as a referral and support system for larger concerns. The service sees the achievement of its goal through the coordinate and concerted efforts among the different agencies of government involved in its implementation such as the Department of Interior and Local Government, the Department of Health and other non-government bodies.
Section 2 of the Act declares the policy of the State to defend the right of the children to assistance, including proper care and nutrition and to provide them with special protection against all forms of neglect, abuse, cruelty, exploitation and other conditions prejudicial to their development. As such, the program framework include amount others, monitoring of birth registration, immunization, growth and nutritional monitoring provision of services to abused, neglect and exploited children while performing the main task of day care service to children.
Objectives of Day Care Service
PHYSICAL DEVELOPMENT
To help the preschool child become physically fit and healthy through proper care and nutrition monitored growth and development and early detection of disease. Also included are various play activities and games to develop physical fitness.
DEVELOPMENT OF PERSONAL ACTIVITIES
To help the preschool child develop self-confidence, self-expression and self-discipline through activities such as dressing, eating and toilet training.
ABILITY TO HANDLE HUMAN RELATION
To help provide the preschool children with a chance to develop strong spiritual values of being a filipino as well as positive attitudes toward the family, community and social cultural and society in general.
DEVELOPMENT OF CREATIVE AND ANALYTICAL ABILITY
To help the preschool child develop his mental, intellectual verbal and language skills through arts and crafts, listening to music and all other forms of creative activities.
PROVISION OF COMFORT AND SAFETY
To provide comfort and safety for the preschool child during day care sessions, as well as protection from all forms of neglect, abuse, cruelty and exploitation.
